The monter that shape-shifts and can look like an ordinary citizen that has the ability to control our thoughts represents the society's fear of governmental control.
Society often worries that the government is trying to manipulate the way we think. The fear is that the government could control our thoughts and actions. The monster not only would control our thoughts, but looks just like us. We would not even know or stop to wonder if it was happening.
