The conflict between environmental groups and concerned citizens on the one hand and the promoters of fossil fuel unbridled use on the other which is not resolved and having national governments that just are spokesmen for the big multinational oil corporations and don't listen to their citizens is part of the problem. Also, major cities are implementing green policies in a big way which is bringing them into contradiction with federal governments which are dragging their feet on measures to protect the environment and cut greenhouse gases.
