In an attempt to lower the risk of war the united states were party to the five power treaty which limited the size of naval warships for those who signed the document. The five power treaty which is also known as Washington naval treaty was a treaty between the major nations that had won world war 1 which decided to avoid an arms race by limiting naval construction. It was discussed at the washington naval conference from November 1921 to February 1922 and contracted by the governments of the united kingdom, united states, japan, france and italy. It limits the construction of battleships, battle cruisers and aircraft carriers by the undersigned. The quantity of other classifications of warships which comprises vessels, destructive force and submarines were not restricted by the treaty but those ships were restricted to 10,000 tons’ transposition.
