There is one way that you can do it that involves multiplication, division, addition, and subtraction, and that uses all the numbers only once.

[tex]9 \div 3\times (7+1)[/tex]

Solving it using PEMDAS, you get:

[tex]9\div3 \times 8\\\\3 \times 8\\\\24[/tex]

So your answer is [tex]9 \div 3\times (7+1)[/tex]

There are two answers to this.

[tex] \frac{9!}{7!} \times \frac{1}{3}= \frac{9\times 8 \times 7!}{7!} \times\frac{1}{3} = 9 \times 8 \times\frac{1}{3} = 3\times 8 = 24[/tex]

But if you can only use addition, subtraction, multiplication, and division, you can also do:

[tex]\frac{9}{3} \times (7+1) = \frac{9}{3} \times 8 = 3 \times 8 = 24[/tex]
