40,000 = 4 * 10^4
0.000004 = 4 * 10^-6
The power of 10 exactly in between 4 and -6 is -1.

She started with 4 * 10^(-1) which is 0.4.
0.4 * 100,000 = 40,000
0.4/100,000 = 0.000004

The number she started with is 0.4.
The power is 10^5.
