the slope of the dashed line is 1 and the y-int looks like (0,4) so the equation should be X + 4 =Y. Since (0,0) looks to be in the shaded area, the inequality is > because if you plug in (0,0), you get 4 > 0. Note that there is no line below it.
For the second equation, the slope looks like 4 and the y-int looks like (0,1) Thus you get equation 4X + 1 = Y. Since (0,0) isn't included, the inequality should be < because 1 > 0 and (0,0) isn't included in the shading. Thus you get:
X + 4 >Y
