Robert E Lee wrote an eloquent letter to his son in January of 1861,just prior to the Civil War. In it he describes why it would be a bad decision for the southern states to attempt to secede from the Union. He thoughtfully argues that the Founding Fathers intended a perpetual Union, and that anarchy would be the result of a secession. He also weighs the possibility of Civil War and describes what a disaster it would be. 

The answer is: B. just prior to the Civil War

Lee writes “Letter to his son” in, in this writing he was showing his concern because the country was at the door of a war, he thinks that this could result in anarchy or a civil war and he is willing to defend his home state, Virginia.
