The rules committee ultimately wields greater influence over the outcome of a bill than the bills sponsor. This is due to the fact that the rules committee has the final approval over proposed bills, making the sponsor subject to the ruling of the committee.

The Rules Committee influences the outcome of the law more than its sponsors, because the committee has the power of final approval for proposed laws, and thus makes the sponsors to be subject to the committee's decision.  This committee is one of the most important in the House of Representatives, determines that part of the law comes to the floor, how much the amendment can be considered, and how much time is scheduled for discussion.
