The first outward sign of puberty in a girl is the onset of nipple growth.
The first visible evidence of puberty in girls is a lump in the size of a nickel under the nipples. These are called Breast buds and they occur around nine or ten years of age and is the first sign of puberty. They will undergo different developmental stages to form normal healthy breasts.
