I think that the correct answer is B. The Chinese had a policy of isolation which definatly impacted them because China has always been a important, strong and powerful country since it's early days (ever since it's important inventions.) And since it was isolated the other Western European countries took over, gaining an advantage, they were creating colonies and gaining a lot of power and ended up having a lot of control over a lot of land which caused western Europe to rise and to become the dominant force in global politics.
