one person dosnt build a game, usually its multiple people. but you need a software for graphics, i would start with flash or unity. you also need to know how to code and be able to draw or photoshop your images for the game. you would also have to have some knowledge of music for the sound tracks and custom sounds. if the game is multiplayer you would need a dedicated server to the game to run your servers on and more coding knowledge
