They are asking about what is known as omnipotence. Omnipotence is an idea (typically in monotheistic religions) where a single being is all-powerful. This of course raises the aforementioned question of how a being could be both all-powerful and simultaneously be merciful in a world where suffering exists. A merciful and omnipotent god should be able and willing to prevent all suffering according to this idea.
