4; the goal of the Monroe Doctrine was to prevent European powers from colonizing Latin America countries and to establish America as the leader of the Western Hemisphere. However, America could not back the Monroe Doctrine up with much military force, so the Roosevelt Corollary later built on the foundations of the Monroe Doctrine.
