Romeo's speech created in him a question if he will still continue eavesdropping under Juliet's balcony. This question had the effect of guilt on Romeo himself feeling it is invading Juliet's privacy. He then had a realization that it is better to keep quiet than make himself known that he is there while Juliet is busy saying out loud her personal thoughts. He thought to respect her and just be silent.
