In this passage, the greatness of the constitution has been exaggerated to show how great the narrator thinks it is. When he says that it is "deservedly the wonder and envy of the whole world", he is exaggerating how other countries might feel about the constitution. If every single other country were so envious of this constitution, they would probably move to copy it, which isn't the case for most other countries.

This is wrong, i just took the test and the right answer is innuendo
