I believe the answer is C, because the only way to move it to dilate, which is not a rigid transformation because it changes the shapes size.
The triangles are not congruent because at least one of the transformations that map JKL to MNP is not a rigid transformation.

We can map point N and M on to J and K but point P can't be mapped on point L using the same transformation.
