The biggest disagreement between Taft and Teddy Roosevelt in terms of conservation is the method used to accomplish this goal.

Taft, on the other hand, felt that conservation laws were ones that should be passed by Congress. His refusal to use the executive order as a means to conserve natural resources represents the most significant difference between these two president.
