This is an external conflict. It's internal because it says that the sirens were trying to tempt him - giving feeling to the sirens that the sirens had a mind of their own and were trying to temp Odysseus.
If this was an internal conflict, then it would be Odysseus's inner struggle or conflict such as if "he was tempted by it."
