True. This is true not only for the feet but also for the upper extremities or the arms. Poor circulation is often caused by the heart's inability to pump blood efficiently to the entire body system. This usually happens when a person is experiencing a particular disease or condition; it could also occur when a person is exposed to extreme cold. This causes the blood vessels to constrict causing the failure of the blood to circulate throughout the whole body system.

Poor circulation in the feet can be remedied by elevating the area to let gravity do the extra work in returning the blood back to the heart to be circulated again.
