1. I would advise this student to manage homework by doing it as soon as possible, like on the ride home, or even during free-time during school. I would never advise to put it off until the day it is due. They should also go over their homework a few times to retain new knowledge.
2. This student should take NEAT notes, and have organization as top priority. Notes should also be detailed to prevent confusion.
3. When reading, this student should NOT skim, you could miss vital information. You should also reread if you have time.
4. One last thing, when doing homework or reading, you should block out as much distractions as possible.

Based on my own personal experience...

Definitely get your parents to buy you folders for each subject, including paper along with it. Write on the covers which to which, and manage from on there. Your stuff will be organized and easy to obtain.

Sticky notes can help with deadlines and overdues. They can be purchased or downloaded (your PC may already have them).

When you read a book, think about the most important thing that came into mind when you read it. Ask yourself questions like: "What was the Summary of this story? What did the main character(s) struggle with? What was the the conclusion or author wanted to be known from?" Because these questions are most likely going to be answered later on by quiz or textbook. You can also find audios elsewhere if you aren't a reader.

Get onto a schedule. If you don't already own a calendar, it's good to keep in track of your days and mornings. It is said that if you go to bed before 10PM, your body consumes your energy for the next day. Eat 30 minutes before your hungry, so you can have a head start and fresh mind.

These are few of the things that helped me (and still do). Most importantly, don't procrastinate. You'll feel overall better getting things finished and out of the way. Good luck.
