The idea behind it was that there was too much cotton that couldn't be sold and the country decided to make a plan to pay people to make less cotton because its price would be higher. Many people decided to use government subsidies to change their complete businesses to switch to other endeavors like different agricultural practices or switching to cattle business or similar.
