After Napoleon had been defeated in 1814, the borders in Europe had to be reestablished. The conservative governments that contributed to Napoleon's fall needed a way to make sure the power will never again be centered in the hands of a single leader. The new order was established at the Congress of Vienna, held from 1814 to 1815.
