This has a short answer: Victor Hugo, author of the Hunchback of Notre Dame. He was exiled because he became a staunch supporter of Republicanism. Oddly during his youth, he was an advocate of the Monarchy of France, but over the years, changed his mind. 

He was popular, eloquent, passionate and well known in France. That's likely why he was exiled.
