White men who owned land

In the first presidential ellection of 1788-89 voter turnout was very low, 1.8-6% of the population. This is believed to have been due the restrictions on the right to vote, wich was held primarily by white landowners, immigrants were discouraged to vote and women, slaves, indentured servants, non citizens and men youger than 21 were considered too ignorant to vote.

Furthermore, each state could impose restrictions on the right to vote, and in these early days many states imposed them on other faiths, for example only congregationalists had the right in Massachussets while Quakers, Jews and Catholics couldn't vote in Virginia and Rhode Island.
