Suppose that you created an robot that was so advanced it could act independently in very complex situations. It made its own decisions and always did exactly what it wanted to do, in accordance with its programming. Would such an robot be capable of free action? Why or why not?

Yes. Robots do complex systems with technical properties that come from their programming as well as from their environment. They behave in unpredictable ways that are taught of. There are intelligent machines or robots now that are entering a phase of self-learning.  The extent of their free will is apparent even to some casual observer.
