Since we need to figure out a certain amount of laps, it would be pretty easy to find the speed of 1 lap, which is figuring out in how many minutes people can drive one lap, which would be laps/minutes. For cutwright, we have around 0.42 (35/84), we have 0.43 (42/96.6) for Evans, and 0.37 (38/102.6) for Loxa - Evans is clearly the highest
